Aaron Wisenbarger serves as the Director of Technical Assistance at the Center for Employment Opportunities (CEO). In this role, Aaron leads technical assistance initiatives that support state agencies and nonprofit providers in the design, implementation, and optimization of federally funded workforce development programs, with a particular focus on SNAP Employment & Training (SNAP E&T) and related funding streams.
Aaron brings deep expertise in multi-state grant compliance, cost allocation methodologies, and program design, with a proven ability to translate complex federal and state requirements into actionable, scalable operating models. His work focuses on helping organizations maximize reimbursement, strengthen program integrity, and align service delivery with federal guidelines while maintaining flexibility to meet participant needs.
In addition to leading technical assistance, Aaron oversees CEO’s intermediary services, partnering with state agencies to expand provider networks, improve program performance, and ensure compliance across diverse service models. He is particularly focused on developing sustainable funding strategies and operational frameworks that enable workforce programs to scale effectively while maintaining high-quality outcomes.
